Will a Glock 19 holster fit a Glock 26?

No. The 26 has a shorter slide and grip than the 19, so a G19 holster leaves too much play at the muzzle and doesn't retain properly. Kydex molded for the 26 specifically also fits the 27 and 33, which share the same subcompact frame.

Does the Glock 26 have an accessory rail?

No, the standard 26 has a smooth dust cover with no rail, same as the 43. Weapon lights built for it, like the Streamlight TLR-6, clamp to the trigger guard instead. Don't buy a rail-mount light for this gun; it has nowhere to attach.

Is a base pad worth it on a subcompact double-stack?

For most hands, yes. The 26's grip is short enough that a lot of shooters run out of frame before they run out of fingers. A base pad adds a small flare to index the pinky against, which measurably helps recoil control without adding much printing under a cover garment.
